简介

中国国际城市化发展战略研究委员会（中文简称：城市化委员会）China International Urbanization Development Strategy Research Committee（英文简称CIUDSRC）于2008年1月6日在北京正式成立。由中华人民共和国住房和城乡建设部科学技术委员会、中华人民共和国自然资源部科技专家咨询委员会联合指导。

以“让中国的城市化造福全人类”为宗旨。以“为中国的城市化提供智力支持”为使命。全面实现“组织共创·资源共享·事业共进·利益共赢”，秉持“跨界·融合·创新”理念，集“政、产、学、研、资、媒”于一体的城市化发展战略研究创新综合服务平台。下设全国城乡融合智慧化工作指导小组、城市化质量研究中心、典型案例研究中心、城市与城市群研究中心、健康城市研究中心、老旧小区改造研究中心、科技咨询与推广中心等分支机构。

以城市化发展战略系统解决方案、城市化质量评估、典型案例研究、专业论坛、研讨会和国际交流等为服务特色。举办“中国城市化国际峰会”、“中国城市化论坛”等活动；发布年度《中国城市化率调查报告》；研究编制《中国城市化质量评估体系》；建立城市化案例库；搭建城市化专业媒体平台。致力于为中国城市化的高质量发展提供优质的专业咨询服务。

Brief introduction

The purpose of China International Urbanization Development Strategy Research Committee or CIUDSRC is under the guidance of the Science & Technology Commission attached to the Ministry of Housing and Urban-Rural Development, P. R. China or MOHURD. It has been initiated by government officials, research institutes, academic communities, city planners & designers, entrepreneurs from different sectors, financial institutions, and organizations for integrated sales as well as media partners. It aims at enhancing strategic research and collaboration in the field of urbanization.

CIUDSRC contains an expert committee, an entrepreneur committee, a strategic consultation committee and a news media committee. It boasts of more than 500 elite members ，including officials from Ministry of Housing and Urban-Rural Development, P. R. C 、Ministry of Land and Resources of the P.R.C、Ministry of water resources of the P.R.C、Environmental protection department of the P.R.C、National Development and Reform Commission、Ministry of Agriculture of the P.R.C、Ministry of Culture the P.R.C、Ministry of Commerce of the P.R.C, experts from Tsinghua University、Peking University、Renmin University of China、Chinese Academy of Social Sciences、China City Planning and Design Institute, entrepreneurs, financiers and senior media practitioners.

Through various strength integration, and from the“international”、“strategetic”、“reserch” perspective, CIUDSRC aims to achieve the result that administer thoroughly and purpose, by matching the appropriate intelligence、industry、planning、finance、social resources etc.

CIUDSRC held its founding ceremony in the Diaoyutai National Guesthouse on November 6th, 2007 and initiated the Research Project on China’s urbanization strategies. It has two platforms, i.e., bttxsyxhmzyw.dc398.com and the Urbanization magazine and focuses on issues such as key regions (city clusters) and cities for urbanization, the new countryside and small townships, as well as enterprises in various sectors and construction engineering technologies. Its goal is to research on the problems and issues arising during China’s urbanization drive and explore high-quality and efficient urbanization strategies for China by means of understanding the characteristics and patterns of the process.

Major Accomplishments

Since the establishmen of 2007, CIUDSRC commenced "China's Urbanization Development Strategy Research Project" around the synchronous start work. Adhering to the goal to Enable China’s urbanization to benefit the whole human race， and the mission to provide intellectual support to China’s urbanization drive, CIUDSRC, in the way of research、case studies、on-site forum, study、conclud and exchange personality and common problems existing in the process of China and world urbanization. Focusing on institutional innovation、development model, environmental quality and public participation, CIUDSRC have formed periodic and systematic research reports、policy recommendations. In this way , CIUDSRC hope it can help guide China's urbanization to realize sustainable development. The main work carried out in the past five years are :

1. Hold Series of China Urbanization Form

We have organized 18 China Urbanization Forms, gathering government officials, scholars and entrepreneurs to discuss issues concerning city clusters, cities, regions, new countryside, small townships, enterprises, and demands in projects and technological products. So far we have held symposiums such as, Urban Positioning and Regional Economic Development, The Areas North of Beijing Olympics Venues during Urbanization Processes, Strategic Summit on Reconstructing Wenchuan, Making Life Better as We are Urbanized, Urbanization and Green Buildings and Urbanization and Trends in Commercial Property Development.

2. Release Annual China Urbanization Rates Report

On the basis of real issues arising during investigation and through channeling earmarked funding from relevant member institutions, CIUDSRC establish special task groups to study the urbanization rates of China and embark on joint research with international and national research institutions and enterprises. Since start from the end of the year 2007, CIUDSRC has released the Report of China’s Urbanization Rates, the 2007 China Urbanization Rates Report, the 2008 China Urbanization Rates Report, the 2009 China Urbanization Rates Report, the 2010 China Urbanization Rates Report, attracting both international and national attention. Mr. Li Jingwen, academician of Chinese Academy of Engineering commented that such reports presented detailed analysis of China’s urbanization at different stages for the first time and filled in the blanks in the research of China’s urbanization processes.

3. Start Quality Evaluation System on China’s Urbanization

Quality Evaluation System on China’s Urbanization, officially launched in February 2011, has issued a written outline Exposure Draft of the “System” and “System”draft, arousing strong repercussions in the community. Until now, CIUDSRC has organized dozens of seminars, symposias and comments to solicit comments and suggestions from all sectors of society. The “System” upholds the guiding scientific evaluation standard, not mandatory administrative and technical standards. Through the assessment, CIUDSRC aims to promote Chinese cities to pay more attention to “People”——the core factor in the urbanization process, so as to promote the sustainable development of man and society、economy and environment. The “System”will create a “patch mechanism”, constantly adjust and improve according to the new achievements in the development of scientific research in accordance with domestic and international urbanization, new situations, and timely edit and publish a revised edition of the“System”.

4. Hold International Summit on China’s Urbanization

We have successfully held 5 international summits with an aim to studying new technologies and achievements, exploring new theories and methodologies, summarize experiences and lessons, and enhance international cooperation and exchange in the field of urbanization. The first summit launched the Research Project on China’s Urbanization Strategies, put on a photographic show entitled China’s Urbanization – Significant Changes to the Human Race in 21st Century, and also initiated discussions on topics like “what is the kind of urbanization we want”, “urbanization and corporate social responsibilities” and “land system innovation and China’s urbanization”, etc.. The themes of the 2nd、3rd 、4th and5th summits were respectively Land, Finance and Sustainable Development 、China behind the 3rd Global Urbanization Wave、The 12th Five Years Plan: the Historical Choice of China's Urbanization, and The 12th Five Years Plan: Focus the Quality of China's Urbanization.Those who contributed to China’s urbanization were commended with titles such as Dynamic Cities, Role-Model Enterprises, Important Individual Contributors, Influential Projects and Outstanding Migrant Worker Representatives.Now , International Summit on China’s Urbanization have become mainstream high-end event in the process of China's urbanization.

5, Establish Case Database

In order to further establish and strengthen the typical case in reference to China's rapid urbanization and exemplary role, strengthen the close ties and effective interaction between the CIUDSRC and each relevant industry innovation main body, and tap a number of practice of case which have distinctive characteristics 、affect the high-rise and cause concern everywhere, CIUDSRC started establishment of the Case Database. By collecting、sorting,、classification compilation, more than 20 cases has been estalished. Now, they have become the important content and pattern in communication, summary, draw lessons from advanced experience and learning the failure, warning and lessons.

6. Start professional media

The Urbanization Magazine is a specialized and internationally distributed monthly. Its 51 issues by far have provided much information about urbanization both home and abroad. Under the guidance of and with the technologies and expertise provided by the Science & Technology Commission attached to MOHURD, the magazine has been focusing on reporting issues & solutions and experiences & lessons in the urbanization processes, on presenting status quo of urbanization in China, on summarizing China’s experiences and exploring China’s urbanization strategies. It is an authoritative magazine in the field.
